The Finnish government is trying to find new ways to activate people all the time - Otakantaa.fi is one example, but it needs more publicity, more discussion, and more definite indication that voicing your opinion actually has some effect.

The noise aspect is definitely problematic, since it doesn't exactly encourage others to participate. On the other hand, that's also something which, to some extent, the general population could work on: one of the basic methods of crowdsourcing are those "I like it" buttons on various discussion forums, so people could also actively reduce the noise. Unfortunately that often also means hiding anything that doesn't conform to the mainstream ideas.

Regarding the Iranians and Twitter... Now that Google released Buzz, government in Iran was quick to react and decided to ban Gmail , so the social media definitely puts some people on edge.

It is true the emergent communication channels enable efficient methods of data collection to be used in decision making. Thus vast amount of noise decreases the benefits or at least makes the data elaboration process a challenge. And at the same time constant increasing of noise actually makes emergent channels become slowly as saturated as the trad. ones. Also according to recent study on cultural values in Finland by Puohiniemi M. it is clearly shown that especially in Finland the opinionated participatory culture along with creativity are diminishing. This arouses a question related to democracy... will the post modern communication strenghten it or will it erode. As one negative scenario, emergent channels along with the layered transparency will in the end purge the structures of democracy and lead into more divided, controlled and oligarchy systems.
